2. I worry more about critical infrastructure

If I were to plan to take control of a large geographical area, I wouldn't use armed, physical force. I would shut down electrical grids, internet, etc. Without electricity, no one can pump gas, obtain cash, or employ debit or credit cards. Airports and train stations would shut down. It would be relativity easy to shut down the mobility of large segments of the population. Without the ability to communicate, people can not organise to resist. When the grids are dysfunctional, everything is limited to local environments. I suppose people could riot locally; however, that's not a particularly effective response. If I were controlling the oppression, I wouldn't need to shut down the grids for very long. I'd implement a variable ratio of shut downs. No one would know when outages would occur and, therefore, would most likely choose to remain relatively close to home base. We are more vulnerable than we like to admit.
