If dental caries is a largely preventable disease, we seem to be failing to prevent it even in the many US cities with water fluoridation. Louisville Ky is a city that apparently has a high rate of dental caries despite water fluoridation and is now trying to address this.

Other developed countries seem to achieve much better tooth health for their children by providing better and more extensive dental services for them in addition to, or instead of, water fluoridation.
