7. I'd rather have Congress tell him we're going to have the research.

I haven't checked yet to see whether there has been a response to this case, but traditionally two areas tend to draw bipartisan support: public broadcasting and medical research. Both are needed, and aside from the obvious incentive of finding cures and treatments, research centers are major employers. Canceling grants means loss of jobs.
