Today's National Guard is not the same as the National Guard in Kent State.

Then, you joined - in large part - because you didn't want to engage in violence (or be the target of violence), and the National Guard was one way to avoid deployment to Vietnam. That also shifted the age of the National Guard younger (more inexperienced, less mature judgment).

Those dynamics work against each other, to some extent - you are more likely join the National Guard today because you are patriotic and inclined to military service. But the average age of the National Guard today is in the 30s - so better judgment (at least theoretically) and more life experience than the National Guard of the Vietnam era.
