It's about control and the status of women.

An obsolete, antediluvian, ancient, antiquated, antique, archaic, etc. viewpoint that daughters and wives of the property of men. Women (wise enough not to marry) or widowed should not be permitted to be financially independent or allowed employment. Women are equated with slaves. No personal autonomy. Their purpose is to bear children and raise them according to the dictates of men. And of course, only men should be permitted in government of all levels.

Control women's fertility and thus, control women.
