The feds can't take the case away from the state, and double jeopardy won't attach because of the dual sovereignty rule; because states and the federal government are both sovereign governments, a violation of state and federal law is not the “same offense,” but are instead separate offenses. (BTW, we have Sam Alito to thank for that. https://www.supremecourt.gov/opinions/18pdf/17-646_d18e.pdf) So the prosecutions can proceed on these two separate tracks, and even if Krasnov were to pardon Boelter for the federal crimes (which I doubt, since Boelter is in no position to bribe him, which is the purpose of Trump's pardons), the state prosecution, if successful, will stick regardless.
