7. The problem with taking control by force is that the costs keep escalating

It would require an increasing number of enforcers, spread out over multiple locations.

After awhile, they will run out of enforcers - military folks with a conscience will refuse to comply and recruiting new enforcers will get harder as the resistance grows. I think there is a finite number of people willing to enforce unjust laws/coups in the US.
