Haven't paid attention to this, so that only stands to reason. Strikes me as a footnote to an addendum in the intermediate-sized scheme of things.

Nothing was seized. What the declaration mostly does it authorize troops to detain those not legally in the country and within that zone.

No special authorization to trespass or billet soldiers in homes (other than their own, of course, if they live there), no mineral rights arrogated (I think of water as a 'mineral), no curfew or anything else.
