Under President Donald Trump, the Department of Justice has moved to dramatically expand efforts to revoke U.S. citizenship from naturalized Americans, marking a major escalation in his administration’s hardline immigration agenda. A memo dated June 11 from Assistant Attorney General Brett Shumate lays out denaturalization as a top priority for the DOJ’s Civil Division.
According to the memo, DOJ attorneys are now instructed to “prioritize and maximally pursue denaturalization proceedings in all cases permitted by law and supported by the evidence.” That includes individuals who pose a “potential danger to national security,” those alleged to have engaged in fraud, or who obtained citizenship through “material misrepresentations.” But it also allows for broader discretion—any case referred to the Civil Division may be pursued if deemed “sufficiently important.”
The Obama administration modestly increased denaturalization efforts, particularly in cases of immigration fraud. But under Trump’s first term, the effort intensified, with the administration recognizing that civil denaturalization cases—unlike criminal proceedings—carry a lower burden of proof and no statute of limitations, making them easier to prosecute.
Now, with Trump back in office, the policy is being reinvigorated in full. The June 11 memo echoes a vow made by longtime Trump advisor Stephen Miller in October 2023 to “turbocharge” the denaturalization initiative in 2025. Trump himself has signaled support for the concept of stripping citizenship from naturalized immigrants and even “homegrown criminals,” suggesting an expansive view of executive power in determining who belongs.
