3. This could be a good thing

It’s rare but people do actually get damaged from vaccines. If it becomes easier for those truly injured to be compensated, fewer people would resist getting relatively safe vaccines in the first place. You cannot sue vaccine manufacturers directly; it goes through a vaccine court. It’s an arduous and expensive process so unless you are wealthy like the Polings (Hannah Poling case), then you are stuck living with the economic and health consequences on your own.
