And total abandonment of the poor and needy.

The ethnic people can go to the camps where the psychos can have fun with them, then they can just disappear. Somewhere.

The poor and needy can fend for themselves in shanty towns where they belong or die in the streets.

There are no real reasons to do this, these groups just present the easiest targets. Where does it go after this?
