9. If by current form they mean potentially useful, they are pretty much assuring that won't be the case for long.

Given no leadership understanding of the real mission (anticipating and preparing for disasters and helping people in urgent need in a timely manner) and no sense of urgency or focus, saying FEMA is coming will be meaningless and a joke. And with probably the best staffers fired or leaving in disgust and budget cuts....a mere shell of what it could be for the country.
