explicitly that he is not subject to any laws, rules, or norms.

He's taking advantage of it. He knows that he can literally steal classified documents and (probably) sell/give them to whoever he chooses and not only get away with it, be rewarded for it.

Why would he ever think he's not 100% immune to consequences? He's never had real consequences for anything he's done. Ever.
