12. Basically doesn't get the legal argument

I get the legal issue, and have a gallon of PG under my sink as I have been DIY on eJuice for several years out of the same legal challenges from the FDA and Judge Leon's oversight on said cases.

However, calling e-Cigs "just steam" doesn't speak to the argument of harm reduction and the need to prevent kids from getting started on a lifetime nicotine habit whenever/wherever possible, no?
