That petition process to restore one's rights (all rights, including voting)? Was a democratic push, as part of the compromise to get the 1986 Firearm Owners Protection Act passed.

However, the republicans de-funded it in 1993, and amendments to the Treasury Department Appropriations Bill every year since (again, by republicans) have kept it from being enforced.
