The playbook seems to be to give him show pieces, unfelt praise, massaged ego, and tell him what he wants to hear . . . Then do whatever. He isn't policy driven or goal oriented.

Basically you can go a long way telling him he's so much smarter than Obama or Biden and he's so tough a negotiator . . . Then make up a number you're going to invest and pretend you have a deal that isn't signed and no one will be held to.
