in a crime protocol is NEVER followed. His " assassination " attempt and subsequent hospital visit was hush hush. The shooter was killed and quietly disappeared with seemingly no investigation or anything. His whole has been swept under the rug. That's why the Epstein matter has to be kept alive to get to the "Yes I ordered the code red" moment.
