2. Why the hell

is there a tariff on fentanyl? If it is imported legally it is almost certainly going to cancer patients, certainly patients in severe pain. If it is being diverted from those patients that is a totally separate issue which is already highly illegal. If it is not being imported legally, well, ain't no cartel paying tariffs.
