He doesn't seem to be saying what anyone should do, just that anyone who really saw and understood what happened would repond very negatively.

It's like the Paul McCartney quote about slaughterhouses. "If the walls of slaughterhouses were made out of glass, everyone would be a vegetarian." I think that's what he said. He doesn't mean that the walls should be made out of glass, or even that everyone should see it, just that if everyone really knew what happened, people would be vegetarians. (Which is debateable - I've taken a tour of a slaughterhouse and I'm not a vegetarian, and I doubt everyone who works in slaughterhouses is vegetarian, but it's a statement to make a point and not intended necessarily to be 100% true.)
