Fwiw: Take a look at the Congressional District map at https://www.govtrack.us/congress/members/map . Look at the map for Texas, where the legislature controlled re-districting after the last census, vs. New York & New Jersey, where the legislatures were controlled by Dems – zooom in on the big cities, e.g. Dallas (which, b.t.w., still votes more Dem than Republican) vs. the area around Manhattan.

The gerrymandering in TX already looks at least somewhat worse to me. But were those long, skinny, jig-sawn districts in Dallas designed to help or hurt "minority" representation? Maybe someone else can fill me in?
