NEW: A federal appeals court ruled Saturday that the Trump administration's bid to shut off public access to crucial government spending data was an affront to Congress' power of the purse and a law requiring disclosure.

Judge Henderson's 27-page opinion was pretty blunt: The founders all agreed Congress power is "at its zenith" when it comes to federal spending and every administration has agreed, until now, that Congress could set the terms of public disclosure too.
