Which is why the governor of California needs to actually pass legislation and redraw the maps.

And what Texas is doing is not without risk as their districts are already heavily gerrymandering. To carve out new gains is to create more razor thin margin districts. In a wave election these districts could lead to unexpected loses... maybe.
