I don't think it's a coincidence that Texas democrats returned.

I think he's resigned to republicans in Texas acting and he wants them to act quickly. It was recently reported that he needs his legislature to act by the 22nd in order to schedule the special election in November... and I think he wants Texas to finalize their action far enough in advance of that to use it as the justification.
