Its best to know who George Soros is and where he came from.
He survived Nazi occupation of Hungary, went to England with his family after the war. Got some solid education. Worked in finance. Created and founded several financial companies. Made billions. And has given away billions to charities and other causes.
So far he is the opposite of Trump in most ways.
The only thing they really share is the label of rich old white guy, although Soros is much much richer than Trump.
All this, combined with a Jewish heritage and lackluster support of Israel, make him an easy target for conspiracy theorists like Trump and his associates.
But he is well into his nineties and likely not that interested in Trump much and isnt paying people to raise animosity on Trump. People dont like Trump for free.

I will give the simple answer: no.
Have you ever tried to send an email to your senator or representative via the congressional website? It asks for your address. If you dont live in the legislators district, you cant send them a message. They only care what the people they represent have to say about issues before Congress. When I go to my congresswomans town hall meeting, staff members also ask for my address. I assume they do that for the same reason: the event is held for the benefit of constituents. Someone who lives in a different state or congressional district does not have the right to address the Congress member at that event.
Outside agitators, as they used to be called, paid by George Soros would not be allowed into the hall.
Also, you are asking about town halls in districts represented by Republicans. That means that most of the people in the district voted Republican in the last election. And I have watched some of the videos from those events. Some angry constituent challenges the politician, or complains about his or her support of Trump and Musks destructive behavior. And what looks like the entire crowd cheers the constituent and boos the Congress member.
Why would Soros have to pay anyone if the actual Republicans in the district will boo the Representative without his prompting?
I suggest you find a better bogeyman than George Soros. He is not infiltrating or micromanaging Republicans town halls.
