...but the Constitution clearly gives Congress the power over D.C. not the president.

All he's allowed to do, under the law, is order the MPD to assist his federal forces, not usurp them.

It was Congress who gave the President that authority to invoke emergency powers, and this is the FIRST time ANY president has done so.

There's going to have to be more than just pointing to a crime that occurred (big balls, who's minor assault was used by the WH as justification; that statement cited in the filing) which local authorities routinely responded to with arrests.
