The British soldiers used to regularly 'disappear' colonists, refusing to even acknowledge that they'd been arrested and wouldn't reveal if they were in custody. A lot of our laws are based on these incidents. Go to the website for your county jail and you should be able to enter in the name of an inmate and see what floor they're being held on or if they're out for a medical appointment or court hearing.

You HAVE to be able to see if they are in custody and where they are located. This is American law.

These masked goons aren't even identifying themselves. How is someone in a car supposed to know if it's a legitimate federal agent stopping them for a lawful reason or just some nut looking to kidnap them?
