22. It seems that these bully takeovers are not happening in states with lax gun laws.

Almost all the cities such as LA, DC, NY etc have very strict gun laws so the chances of the targets being armed themselves are much lower.

Some of this is red states vs blue states, but Ohio for example have (idiotic) permit-less concealed carry laws passed a few years ago.

Maybe armed masked men with amazon special vests and generic patches demanding YOU identify yourself might not go over too well. I have sat of a couple of criminal case juries over the years. I would have a hard time convicting someone of defending themselves in these cases.

Of course big balls getting carjacked means a military takeover of the capitol city. But an actual domestic terrorist attack on a government building like the CDC which had the building riddled with over 200 shots and a police officer murdered... not so much.
