95. When people are living rough, their belongings do tend to look like trash, particularly by the time governors show up to

help complete the sweep. People store a lot of things -- extra clothes and shoes, blankets, winter coats, tarps -- in plastic bags as they're cheap and easy to find. They store water in discarded plastic jugs. They might have a bag full of papers -- IDs, birth certificates, special letters, that kind of thing.
