Whatever ice once may have been, in Donnie's hands they are an evil organization. They're doing evil things.

They want headlines, they want shock value, they want immigrants and non-immigrants alike to see immigrants as subhuman who need to be eradicated from America at any cost.

Dumb implies they meant to do something good and screwed up: they don't. They meant to do evil and that's exactly what they're doing.
