I’d say the afflicted city has the right to use every means at its disposal to repel, capture, and in the case of resisting, and if deemed necessary to protect the safety of the local citizenry and constabulary, armed/lethal force to defend itself.

It has been a while since questionable characters showed up in Chicago claiming they were musicians on a mission from God, and even they had more credibility than Noem’s shadowy mercenaries. I’d say Chicago has every right to resist unidentified armed invasion with like force.
