1. 1.6% 11.6% which one is it?

if it went from 1.6% to 10.8% in 1 week, that is an alarming increase in positive cases but if it went from 11.6% to 10.8% then that is a decrease. ffs if you are sounding the alarm, then post the correct information. these graphs make no sense when you look at the notations.
