When the US Constitution was ratified in 1789.
Former slaves could vote after the Civil War, but that was severely curtailed after Reconstruction in the Jim Crow South. This lasted into the mid-1960's but some forms of voter suppression are resurgent now.
Women didn't get the right to vote until 1920.
