Humphrey's Executor was a landmark 1935 Supreme Court decision that affirmed the President's power to remove officials for "inefficiency, neglect of duty, or malfeasance in office," but only in "purely executive" positions.

The case established that for officials in "quasi-legislative" or "quasi-judicial" roles, such as Federal Trade Commission (FTC) commissioners, Congress can limit the President's removal power, allowing removal only for the specified causes.

This ruling was crucial for the creation and legitimacy of the modern administrative state, particularly independent regulatory agencies, by protecting their independence from political interference.
