Here's what it is:

TANF, or
Temporary Assistance for Needy Families, is a state-administered, federally-funded program that provides temporary cash assistance and support services to low-income families with children. The program offers help with basic needs like food, housing, and energy, but it is designed to be time-limited, typically with a lifetime limit of 60 months. Each state sets its own rules for eligibility, the type and amount of benefits, and the services provided, which can include job preparation and childcare assistance, with the goal of promoting work and reducing dependency on welfare.

More than giving people "money", TANF provides education, training, child care, transportation a bit of food stamps in the goal of clients gaining independence. Many of the people in these programs are pretty much the victims of circumstance. I wonder what my former clients think of Trump - I doubt that they're supporters. Hopefully charitable organizations and religious institutions and local governments will take up the slack in services if they're cut.

Voting for a CR does not insure that the Trump administration won't cut them anyway.
