He said: “I will never, ever, ever, ever, ever vote to shut our government down." And he has stuck to that. Note that he has also voted for the Democratic counter proposals. So he is not advocating for the Republican position. I strongly disagree with him, but when it comes to facing a shutdown, he has made clear he will always vote for anything that avoids a shutdown.

The 2 Senators who people should be far angrier at are Angus King & Catherine Cortez Masto who also voted for the CR but they, unlike Fetterman, have never pledged not to vote for a shutdown and have in fact taken votes in the past that would lead to a shutdown.
