A shutdown is to get 60 votes for cloture and he knew he would need to be one of those votes to have any chance of succeeding. Thankfully, only a couple other Dems voted with him and it failed. If they actually had gotten the 60 votes for cloture, then 0 Democratic votes would be needed to pass the CR so in that situation, he could have abstained, voted present or voted no and it still would pass. But to keep his pledge, he had to vote for cloture first
