Conservatives have wanted to tear apart the federal government and its power since trust busting became popular. Then with FDR's New Deal measures to combat the Great Depression, the Republicans made it their raison d'etre to shred the social safety net. That only motive grew through the 1960s when the Great Society emerged.

They were always going to go their route. It is right there in the Project 2025 playbook and the shutdown was seized as a means to an end.
