I actually think the regular military does better at 'rules of engagement' than the cosplay soldiers in ICE.

That's why they're advantaging the military, manpower and resources, to support their irregular troops who have none of the knowlege of, or care for rules of engagement ingrained into their actions that the actual military has (had).
