40. I have a very hard time calling someone who steals pain meds from patients a victim

The victims are the patients whose pain is not a trivial matter. I say this in the waiting period before knee-replacement — I have a high pain tolerance, but recently hit a tipping-point and experienced level 10 for a couple of days and nights. When I finally got it under control, it still remained high, exhausting, but below agony. We have others here at DU who live in a state of chronic very high-level pain all the time.

A person in a position of trust — doctor, nurse, PA, caregiver — who consigns their patients to intractable pain, is not the victim in this scenario.
