A possible goal of the shutdown? [View all]

Stopping travel. Lack of air traffic controllers is starting to gum up the works. Lots of dictatorships shut down borders, including outgoing travel. There is no legislated means that I'm aware of for Trump to do this, so lack of traffic control could de facto achieve it if the shutdown goes long enough. Thoughts ? I'm paranoid? Or not?
