16. I, too, found the multitude of "Pro" RW comments.

This is not to say that this is spurious activity and should be avoided but some things are "odd"

There were three things that were unusual in all the comments and the times of comments listed.

The last listed comments were from Sept 30. There are no more recent comments. I went to the Page that listed all the current "Regulations Available" page and checked if there had been any more comments for other regulations in the time Frame of Oct 1 to 9 and found 68 listed. Seems strange with that there were none for This Regulation.

I randomly checked about 50 comments for this regulation from Sept 30 to Sept 3 (there are none before this with this being posted Aug 21). I found only one that was not in full support of this regulation and that one was only splitting hairs over what doc should be required.

The early comments appeared to be more personal and usually short but then later in the month the "copy and paste" pro mantras stared appearing ( really the only ones). The total responses claims were over 15K in number. I obviously did not look at them all.

I submitted a comment under "anonymous" and will see if it gets posted.
