It certainly has nothing to do with drugs or he would be killing Chinese and Mexicans where the drugs are coming from.

Krasnov through Whiskey Pete ordered the military to blow up 7 boats. The procedure used to be the Coast Guard would shoot out the motor of the boat to disable it, now the procedure is to kill them all.
