We're in Trump's "lather, rinse, repeat" cycle of kicking the can down the road and filing an appeal every time he doesn't get his way.

When you look at the sum total of lawsuits against him in his first term and after, ALL OF WHICH HAVE EVAPORATED, it's clear that this "strategy" has worked for him, which is why he keeps using it.

It's about as devious as it gets. HE keeps delaying. Then, when given 24 hours to act, whines "THEY ONLY GAVE US 24 HOURS!"
