I would've understood in the 1st grade, thank you very much. I'm asking you to clarify and prove your claim.

From where I sit, you are reading a heck of a lot into her actual quote. The question asked was:

""Were Democratic leaders, like Schumer, kept apprised of your group's intentions ahead of the vote?""

to which she said "We kept Senator Schumer informed throughout bipartisan discussions that have really gone on since the beginning of the shutdown."

You appear (to me) to be saying Shaheen said outright that there was a "plan all along" for this particular outcome. But that is not what she said. She is simply saying what she and the others did was not a surprise to Schumer, which is not the same thing as being "the plan all along". It doesn't even say Schumer gave his approval, though one might presume he did. Do you understand the difference?
