1. With one or two exceptions, he has obeyed court rulings that have restrained his administration’s actions
2. He must obey the laws of physics- if a new president is sworn in and becomes CIC, Trump has no mechanism to stay in the White House, let alone the presidency- he can’t stop a new president from being sworn in unless he mounts a successful military coup (not going to happen)
3. In Johnson’s case, all it takes is one rep to move to vacate the chair, and he isn’t speaker anymore. Such a motion is a point of order and cannot be blocked by Johnson (otherwise McCarthy would still be speaker)
