Is how they didn't have to really work at creating it, all they needed to do was copy the crapola being spread by the conspiracy theorists.
People want to believe in conspiracies like this, because they don't like it that shit happens.
Some kid flips out and shoots and kills 26 people, 20 of them being little kids.
A few right-wingers immediately come up with crazy stories about how it was all "set up by Obama." 
Yet an ultra-left wack job shooting Kennedy? "That could never happen! It has to be a conspiracy!"
