Leavitt told reporters that Bradley — not Hegseth — gave the order


So Bradley ordered the people who actually carried out the strike to do so. But Hegseth almost certainly gave the order to Bradley first.

So Hegseth didn't directly order the people who carried out the strike to do so (nor would anyone expect that he did). However, if he ordered the Admiral to give the order, then he is ultimately still responsible. I'd be willing to bet that is what happened here.
