And then if they are having a manic episode on top of that, the risk level is quite high.

Yes exactly, they believe they are defending themselves against imaginary dangers.
So they will fight as hard as they can and kill others to save themselves.

If they are experiencing command hallucinations the risk is even higher.
This is when a person hears voices telling them to commit crimes.

Some time back there was a killer on the loose with psychosis and command hallucinations.
He had already killed a number of people.
The police were hunting for him.
Normally I hope the police can safely apprehend a mentally ill person, but in this case
to save police lives they were probably going to have to shoot to kill unfortunately.

In terms of Trump, he appears more and more paranoid.
And is exhibiting irrational behavior, no filter, bad judgement, etc.
His behavior looks manic to me as well.

On top of his drug addiction, narcissistic and psychopath personality disorders.

In addition he has no limits, the US has given him power to do whatever he wants with no consequences.
And he has the entire US law enforcement, military and federal government at his disposal to harm others.

Yes he is quite dangerous. He always has been, his criminal history tells us that.
But now the risk level is much higher.
