He can say Kegbreath gave the order and that the Pentagon lawyers told him they'd reviewed the situation and told him it was OK to do it (notwithstanding the Pentagon's Law of War Manual's plain statement that shipwrecked survivors have to be rescued) - the old "I was just following orders" defense, which doesn't work that well for admirals but it also keeps Kegbreath on the hook with him, where he belongs. Or else he can fall on his sword, lie and say it was his decision, and save Whiskey Pete's sorry ass. Either way, he's in trouble. I just hope he doesn't take the fall for Trump and Kegbreath.
