29. The question is. Why doesn't every Black person in Texas come out and vote Democratic

Are they not registered? This should be doable electing a smart black woman in Texas should not be impossible. The top three states with the highest percentage of Black people are all in the south and vote Republican. What is the deal with this? Are they just addicted to being shit on and insulted?
